How come the Circus Tour is all around rather than half cut-off?

I purchased Melbourne tickets to Britney Spears' Circus Tour 2009 at the Rod Laver Arena, and when viewing the seating map, i realised the seats went all around, and normally the arena is half cut off for performances.

Is the Circus Tour all round, like a 'Circus Ring'?
Was this Britney's Circus theme intention?
