Lol, i had the same problem like you before, i was wondering and wondering where the circus was and it displayed the icon in ardoughn.
That is actually the penguin hide and seek icon, there is also one in the observatry which is for star hunting, ask a circus barker for the current location because they are all distractions and diversions and have the same icon.
